Toilet Installation in North Lakes
Toilet installation in North Lakes covers three jobs: swapping a tired suite for a fresh one, changing a cistern on its own, or putting a pan somewhere new. North Lakes Plumbing Service quotes all three, and every job is done by a licensed plumber. This page walks through the suite types, the set-out rules, the Form 4 paperwork and the water-efficiency limits before you book.

If the old suite just needs a part, our toilet repairs page covers running cisterns and weak flushes. New tapware for the same room sits on our tap replacement page, and the wider tap and toilet plumbing list shows the rest of what we fit.

Choosing a Replacement Toilet Suite
Toilet suites come in three builds, and each changes how the cistern and pan meet:
Close-coupled
the cistern bolts straight onto the back of the pan. You see this type most often.
Back-to-wall
the pan presses hard against the wall, hiding the pipework behind it.
Wall-hung
the pan hangs on a support frame inside the wall, with the cistern concealed behind a flush plate.
A cistern can be changed on its own when the replacement matches the fixing positions and connections of the pan already there. Where it doesn't, the whole suite comes out.

Will a New Toilet Fit the Old Pipes
Set-out is the measured position of the pan's waste outlet in the floor or wall. A new pan joins the existing waste without alteration when its own outlet lands on that same spot.
The two outlet types decide what fits:
S-trap
the waste travels down through the floor.
P-trap
the waste travels back through the wall behind the bowl.
When a new pan misses the set-out, we alter the waste pipe or choose a pan whose outlet lines up with it. Most swaps in these 2000s-onward houses stay simple, because the original waste was cut to suit the suite of the day.

Toilet Installation and the Form 4
Installing a toilet is licensed work in Queensland. The paperwork depends on what changes:
A brand-new toilet, or one shifted to another spot in a home that already stands,
counts as notifiable work. Council approval isn't needed; instead the plumber lodges Form 4 paperwork with the QBCC inside 10 business days of completing the job.
A straight swap of the suite you already have
is classed as minor work: a licensed plumber carries it out, and neither a permit nor a Form 4 comes into it.
Extending, altering or removing sanitary plumbing
on a standing building also counts as notifiable.
The QBCC audits Form 4 lodgement, investigates plumbers who skip it, and treats a missing Form 4 as an offence. An owner who isn't sure where a job falls can run it through the QBCC's notifiable work questionnaire.
One cistern job sits outside the licence rules. The QBCC's unregulated list spares only three cistern rubbers: the washer in the drop valve, the washer on the float valve, and the suction cup rubber. Anyone with the right skill may change those, and the work still has to meet the standards.

What the Water Rules Mean for a New Toilet
A dual flush toilet offers two volumes: a smaller half flush and a larger full flush. Any toilet or cistern we fit has to carry a WaterMark, the certification that makes an installation lawful for a licensed plumber, and be registered under WELS (Water Efficiency Labelling and Standards). Both details show on the product before it goes in.
Two rules sit on top of that:
New dwellings
Queensland requires a dual flush toilet rated at 4 stars or better under WELS in new houses, townhouses and sole-occupancy units. Business Queensland states these requirements do not apply to renovations.
Rentals
the water-charging test wants a dual flush cistern delivering no more than 6.5 litres on the full flush and 3.5 litres on the half. The average flush volume must also stay at or under 4 litres, worked out across one full flush and four half flushes.
At the last census, only 17.6 per cent of homes here were owned outright and 41.5 per cent carried a mortgage, so plenty of local suites sit in rentals. Those flush limits are a charging test for an owner who bills a tenant for water, not an order to replace a working toilet.

Like for Like or a New Toilet Position
What a toilet installation costs comes down to a handful of drivers:
- the suite type you choose
- whether the new pan's outlet lands on the old waste point, or the waste needs rerouting
- whether the toilet stays put or shifts to a different position
- how open the access is to the supply stopcock and the waste line
- a Form 4 lodgement fee on notifiable jobs, lodged and paid by the licensed contractor, who can then bill it through to the owner
You approve one fixed figure before the work begins, and that figure is what you pay.
One extra is worth a look while the pan is off. These homes date from the 2000s onward, so the braided hose behind the cistern is often original, and changing it during the same visit costs far less than a flood later. Our flexi hose replacement page explains what we check.

Toilet Installation Questions Answered
Call (07) 3520 4094Does a new toilet in North Lakes need a Form 4?
Yes, if the toilet is brand new or relocated within a home that already stands. Council permission isn't required, but the plumber must notify the QBCC on a Form 4 within 10 business days of finishing. A like-for-like swap is minor work, so no Form 4 is lodged.
What WELS rating does a new toilet need in North Lakes?
New houses, townhouses and sole-occupancy units in Queensland need a dual flush toilet rated at 4 stars or better under WELS. Business Queensland notes the rule does not extend to renovations. Any toilet or cistern we fit also has to carry a WaterMark and WELS registration.
Does a landlord have to replace an old toilet in a rental?
No. The flush limits are a test for charging a tenant for water, not an order to rip out a working toilet. Where a rental fails that test, the owner or manager pays a reasonable amount for water, and a tenant may be charged the excess only if the property is individually metered and the agreement allows it.
What is the difference between an S-trap and a P-trap toilet?
An S-trap pan pushes waste down through the floor, while a P-trap pan sends it back through the wall behind the bowl. Whichever outlet your bathroom already has decides which pan can go in.
Can a toilet be replaced without moving the pipes?
Yes, as long as the new pan's outlet lines up with the waste point already in the floor or wall. That alignment is the set-out. If it misses, we reroute the waste or choose a pan built for that outlet, and rerouting sanitary plumbing counts as notifiable work.
